Deputy Head of Health Unit ~ American Red Cross

The American Red Cross Tsunami Recovery Program (TRP) had been established to direct the organization’s response to the South Asia tsunami disaster. The TRP activities focus on integrated community recovery and preparedness interventions in tsunami affected countries in Asia and East Africa in collaboration with Red Cross and non-Red Cross partners. The Indonesia TRP Delegation operates from offices in Banda Aceh, Calang, Lamno. It also has liaison offices in Jakarta, and other areas in Aceh province in collaboration with the Indonesian Red Cross.
The American Red Cross seeks dynamic individuals to fill the :
POSITION : Deputy Head of Health Unit

Base of Assignment : Banda Aceh
Type of contract : Fixed term

Duties and Responsibilities:
Program Coordination and Accountability
1. Assist the HoU to support and monitor the progress of American Red Cross TRP Health Projects, including taking over the responsibilities of the HoU and Project Managers/Coordinato rs during their absences from the office as needed.
2. Participate in and/or monitor ARC-supported project trainings, workshops and review meetings as needed.
3. Conduct regular quality assurance visits to the project sites to monitor activities and progress and to meet with project staff, volunteers and beneficiaries.
4. Support the preparation of program documentation and provide review of reports, assessments and studies as required.
5. Assist the health team in conducting baseline and endline surveys and final evaluations. 6. Undertake tasks and small projects as assigned by the HoU or support the management and success of program implementation.
7. Assist the American Red Cross Health team in the transition phase from the Tsunami Recovery Program to longer term health programming, including participating in the development or review of concept papers and proposals as needed.
8. Ensure that all projects comply with and implement the cross-cutting themes strategies/initiati ves (Integrated Risk Reduction, Accountability to Beneficiaries, Gender Equity, HIV/AIDS, Environmental sustainability)
9. Promote skill development and technology transfer and access to training opportunity for ARC/PMI health staff and volunteers
10. Any other programmatic responsibilities deemed appropriate and/or useful to the delegation, as determined by the Head of Health Unit.

Representation:
1. Attend coordination meetings with partners, including local government, PMI, PNSs, IFRC, INGOs, and CBOs , as necessary
2. Represent the ARC health program on other occasions, as required, including Quarterly Program Management meetings.

Performance Assessment:
The successful candidate will be assessed on the quality of performance per project and on the competencies associated with the requirements of the job. The probation period lasts three months. Where there are gaps in experience and where feasible, the American Red Cross will strive to train or coach the candidate.

Qualifications:
· Bachelor’s degree in the field of health, Master’s Degree in Public Health or equivalent preferred.
· Minimum five years’ experience in community-based health project management, program design and implementation.
· Proposal review and strategic planning experience advantageous for promotion and self-development.
· Experience with logical frameworks and impact-oriented monitoring and evaluation is an added advantage.
· Ability to travel extensively throughout Aceh and Indonesia required, possible international travel
· Familiarity with Indonesian Red Cross operating environment is helpful.
· Self-motivated, able to work with professionals of different cultural and professional background, initiative and proactive attitude.
· Strong interpersonal facilitation and team management skills.
· Able to prioritize, meet deadlines, and achieve results through collaboration.
· Must be flexible and adaptive to change. · Computer proficient, especially in MS Office.
· Fluent in English and Bahasa Indonesian. Fluency in Acehnese considered a plus
