Senior Officer - ASEAN Economic Community

The position of Senior Officer (SO) – Infrastructure is under the Bureau for Economic Integration and Finance (BEIF). The SO shall, prepare policy papers, undertake research work and provide advisory technical as well as coordinating and implementing projects and/or programmes in the areas of Transport, Energy, and Minerals within the framework of the ASEAN Economic Community (AEC) Blueprint 2015 and the related sectoral plans of action.

Primary Responsibilties:
1. Co-ordinate, facilitate or manage the implementation of regional work plans, programmes and projects and other co-operation activities in the transport, energy and minerals areas; 2. Provide substantive input into the development of regional policies and priorities with respect to ASEAN transport, energy and minerals cooperation;
3. Liaise with relevant ASEAN bodies on economic integration, and other related committee/working groups and provides support to those bodies with respect to projects and/or programmes;
4. Supervise the writing of high quality research papers, briefs and reports, discussion materials, and provide appropriate policy recommendations in the areas of transport, energy and minerals;
5. Facilitate deliberation/negotiations between ASEAN Member States, and where appropriate, with Dialogue Partners on transport, energy and minerals matters;

Requirements:
• Advanced degree in relevant fields.
• A minimum of six (6) years of progressive experience related to transport and infrastructure work at national government, private sector or with regional or international organizations. Familiarity with planning and policy development and project management be preferred.
• Sound understanding of international and regional issues, and knowledge of and commitment to ASEAN ideals.
• Excellent command of English, written and spoken.

General qualifications:
- The incumbent should have the familiarity with diplomatic practices and protocol.
- Other required qualities are: self-motivated andresourceful, computer literacy and proficiency in the use of Microsoft Office tools; ability to multi-task, work long and irregular hours, and perform outside the usual job scope; ability to function effectively independently and as part of a team; and a willingness to travel frequently on short notice.

Remuneration and Benefits: Successful candidate will be offered the post with a probation of six months and monthly salary commensurate with his/her personal qualifications starting from USD 2,900. There are other applicable benefits which include housing, medical, education of dependent children, gratuity, and annual performance bonus. Upon satisfactory completion of the probationary period, the candidate will be confirmed for a three-year contract, inclusive of the six-month probationary period, in the first instance.
