Health Program Manager ~ CRS

CRS Indonesia is an international non-governmentalorganization working in relief, health, and agriculture in various locations in Indonesia.
To straightening our program in East side of Indonesia, CRS is seeking apotential candidate to fill position of: Health Program Manager

Reports to: Health Program Advisor
Position Based in:Kupang, NTT Province
Job Summary:
The Health Program Manager will beresponsible for the identification, development and implementation of CRS Health programming in Indonesia, including project proposal and reports writing, in collaboration with the healthprogram team based in the field offices. The Health Program Manager identifies potential donors and funding for CRS health programs, establishes and maintains good relationships with those donors. S/he also shall be well informed of the nationaland regional government’s health strategy and direction so as to enable CRS todevelop health programs in conformity with the government strategy as well asdonors’ requirements. The Health Program Manager shall keep the national government (Ministry of Health) well informed of CRS health program activities in Indonesia.

Job Responsibilities:
Program Management:
1. Incollaboration with the Health Program Advisor and with technical assistancefrom the SEAPRO RTA-Health, contributes to the development of the countryprogram health strategy in conformity with CRS’ program quality standards aswell as the national government health program direction.
2. Takesthe lead in the development of CRS/ID health program proposals, budget anddetailed implementation plan for each project.
3. Incollaboration with the field health team, develops and implement skillstraining plan for CRS health staff and local partner health staff in the majorhealth intervention areas (nutrition, hygiene & sanitation, maternal andchild health, HIV/AIDS, Malaria, etc.) and facilitates and/or organizes thenecessary trainings.
4. Providesregular communication and support to field office staff to ensure they applybest practices in key health interventions.
5. Providesregular updates to field office staff on coordination mechanisms between NGOs,donor inputs, and share technical materials/presentat ions with field officestaff.
6. Makesregular site visits to field office and target areas and provide on the jobtraining to CRS and partner staff related to improving the technical standardsof health interventions.
7. Providesparticipatory feedback for improvement and development of health programquality to CRS health team.
8. Assistsfield office health staff to produce high quality monitoring plan and project reports.
9. Developscomprehensive, high quality, English language project reports for submission todonors.
10. Developsannual program plans and budgets for health programs.

TechnicalRepresentation:
1. Attendscoordination meetings and technical meetings to stay abreast of best practicesrelated to key interventions applied in health programming (nutrition,hygiene/sanitation, MCH, HIV/AIDS, Malaria, etc.)
2. Servesas CRS/ID representative in the regional (SEAPRO) Health Technical Commission.

Documentation and Cross Learning:
1. Takesthe lead in the development of a system to document lessons learned throughoutthe life of the program.
2. Facilitatesthe sharing of the health programs’ best practices with local partners, othercountry programs in the region and with PQSD/HQ team.
3. Keepsall the project documents up-to-date.

Key Working Relationship:
Internal: CR, Health Program Advisor, MQ Manager, health program field staff.
External: Local NGO partner, other health INGOs / PVOs, Governmentof Indonesia (health ministry), donor agencies.

Qualifications:
1. GraduateDegree in public health, Nutrition, Mid-wife or Nursing. Master’s degree in anyof those subjects is preferable.
2. 5– 7 years of experience managing health programs;
3. Proposaldevelopment and report writing skills and experience.
4. Experienceworking with local NGOs
5. Experienceworking in an international organization.
6. Skillsand experience in capacity building activities for staff and local NGOs,including designing and conducting a training.
7. ExcellentEnglish speaking and writing skill.
8. Familiaritywith government health programming and structures.
9. Strongknowledge and understanding ofcommunity health structures including the Posyandu structure, cadre roles,traditional healers, and midwives.
10. Experiencein Participatory and Rapid Rural Assessments, and the development of ChildSurvival programs.
11. Willingnessto travel to program area 40% - 50% of the time.
